AI making too many mosquito fleets

Does anyone know how to make the AI group it's ships into larger fleets?

Currently, it is creating 40+ fleets with 1-3CP each when its CP max is 10.

I tried changing settings like RequisitionMaxFactor in Registry.xml, but they don't seem to have any effect.

I'd also be interested in a way to fix this problem. It really puts the AI at a disadvantage. I made the following post about it a while ago, but did not receive any responses: /#/endless-space/forum/27-general/thread/10341-a-simple-ai-fix-that-would-really-help
