Strategic resources are perfectly controlled with the StrategicResourceNumberPerType="20" part in
Plugins\GalaxyGenerator\GalaxySettings.xml
However, no matter what I've tried, all I can do with luxury resources is either block them completely with strategic resources, or limit how many types are randomly selected, but other than that it generates up to 7 per type.
I would have settled for larger deposit sizes via , but they seem to have no discernible effect.
