Step by step of the bug
Step 1
Vassalization of Mughals - they offered me surrender treatment to become my vassal. I accepted.
Step 2
Next turn it seems nothing happens - they are vassalized but I can still fight them. Then it hangs

The new vassal removed the purple emblem showing I am a liege from the first vassal I created. They both show up as hostile, but have all of the vassal interactions on the diplomacy screen

Vassalize last remaining civ in the game
Step 2
The purple emblem showing I am the liege disappears from both the new vassal and my first one
Step 3
When I click end turn, the game freezes forever
