Those are modern specs, so yes it will work with that.

I can't say exactly how difficult the easiest AI will be on release, but judging by their other releases, it should really be very easy to beat if you have any idea what you're doing. That is, unless you completely misunderstand the game's core mechanics, you will likely have no problem beating the easiest AI.

About the learning curve, if you're completely new to games in this genre then you might have a bit of trouble at first. But it's pretty easy and intuitive to understand, so even if you're a complete beginner you should be able to understand it soon enough. If you've had any other experience with games in this genre, you'll understand it even faster and it shouldn't be a problem after a bit of playing.
