The fact that an AI can spam me with surrender deals, which lowers my war score by 10 and increases theirs by 20, means that the AI can effectively spam you out with surrender deals until your war score hits 0. 

Remaining options include:
Accepting surrender, effectively being FORCED to peace as if you had 0 war score, because theres nothing you can do

OR 

Hit 0 war score, trying to make them hit 0 first, because they give you -10 war score every turn. Possible endings of this include paying large ransoms to losing any land they may have occupied

This seems horribly unintuitive, unfair and just annoying. Why does denying surrender in a war THE AI STARTED AGAINST ME cause my people to want to just go "meh whatever didnt care"

Add a turn limit to the surrender, like surrender offer every 5 turns or something. Its so bad

I have *never* experienced this, but I rush often, and have only been in wars of aggression.

Sounds like it's only if you're the defender. Not that really makes it better, but I don't think they can do that if you start the war.

Its definitely only if you're defending. I invaded the greeks and I never got this, but the second I was in a defensive war and starting winning they just SPAMMED me with surrender requests. Every turn. A surrender request.

As a matter of fact it should be exactly the other way around. If they offer you to surrender and you deny your people should be inspired and motivated while theirs should be dissapointed I guess. That way it whould include some risk to offering surrender so you obviously can't spam but also it can be rewarding if they surrender because they have no chance to win.
