Playing as the Turks and my stealthy Operative Missile is not stealthy. 

It says "Aerial Stealth: Can preform anonymous air strikes." 

This suggests that I can launch the missile against a foe without having to declare war against them. Why is this function not working? I thought y'all released a finished game?!?!! :(
