Is that normal ?

I have a small unit (Harappan runner) ransacking an AI Outpost. It will take a few turns to finish. The AI decide to transform the Outpost into a city. This completely destroys my unit without combat.

Is that normal ? I would think an outpost being ransacked shouldn't be able to be turned into city in the first place.

This happened to me in one of my first games as well. They should be required to shake the siege before being able to upgrade their outposts.

It might just be tied to the initial free era 1 city conversion though, I'm not sure.
