I thought I saw it in a tutorial, but couldn't find it within the game: can I change the start point for new units?

You can, you just need to build a district that can act as a spawn point - either a harbor or a garrison. Once built, there will be a small icon on the district when that city is selected. Click on that icon and it will designate it a spawn point for land or naval units. The system should work for Air units once you have airports I think.
