why is that move to that land not allowed? instead it wants to send me around the cliff in the scenic route instead... bug? or legit reason? im already at war with them so its not a border issue.
It's a bug because the game is treating "Ruins" tiles as actual districts, so it thinks you're trying to besiege the city from outside of their territory. Realistically, Ruins should be treated as non-districts, just like any other unimproved tile.
