How can I build districts offshore from outpost or city?

First of all I am actually sorry for grey areas on attached screenshot image, I don't know why (it's probably bug) but when I reload my last save some districts greyed out, reload does not solve the problem.

As can be seen on screenshot I took from my last game my outpost located on left, question mark above. Only districts I built on that territory are below question mark and harbor, one of them only neighbor allowed district, other one is harbor not district neighbor requirement. So here is the question: How can I build districts on red circle tiles? I thought harbor district neighbor could work, but it didn't.

They have to connected to your administration center by other districts. I don't think that you can reach those islands unless you had already placed a unique harbor district and connected a stock harbor to it, thus bridging the two-space gap. The harbor itself does not count as a proper district in terms of chaining/placement unless there is another district touching it.

They already have an outpost there. It's an attached territory. It's the top tile of the gray two-tall island with the arrow pointing from it.

Build more outposts. Pretty sure that's the only way to get an ability to build districts on multiple small islands.

They're Islands in the same territory. You can only build one outpost per territory.


This seems like another oversight (like the impregnability of cities that have districts on every hex of an island).


As for solutions, I quite like the idea of a special ferry district that can be placed on coastal hexes. It'd have no FIDS output(so there wouldn't be an advantage to putting it anywhere else), nor would it be an embarkation or unit spawn point, but it would count as continuity for district placement.

You could even have the tiles animated with era appropriate shipping.


A simple solution that solves the problem without creating new ones, and is easy to implement for both player & AI.

Building a Hamlet on one of the other small islands should allow you to build around it. Granted, you can build only per territory. I like the idea of an archipelago being its own territory and they need to improve upon that. I have two such territories and will try building them up to see what options we have currently in the game.

Ah, right, Hamlets. I forgot that those act as an additional administration center/outpost that you can build off of.

But still a huge cludge though; build hamlet, build district, destroy your own hamlet, and replace with second district. All to colonize a 2 tile island ;/


Also useless for one-tile islands, and the AI doesn't know to do it.(does it even use hamlets at all?!)

I tend to make archipelagos their own city (even if it takes me over cap, as the unity hit is pretty small), build a harbor, fill unreachable tiles with fortresses, & then use it to build up my navy until such a time as I can integrate it with a nearby city, giving the other city a huge Stability boost from all the fortresses.

You can actually build on all the lonely two tiles islands with hamlets:


1. create a hamlet

2. add a district next to it

3. add another district on top of the hamlet (this will destroy it, but the districts will work all the same)

4. Now you can build a hamlet again on another tiny island far away from your city centre.

A Garrison wouldn't do the trick? You can place them anywhere and as many as you just want. Not sure if you can place a district right next to them if they are the only connection tho, but maybe worths a check. I'll try it out in my next game.

You can't attach districts to garrisons without also having that garrison attached to another district; they work the same way as luxuries, strategics, and harbors in that regard.

Ahhh, okay, thanks for the info my friend! Harbors really need to be anchor-points then, just like hamlets (fortunately there is an ongoing discussion about this in another topic).
