A scenario editor would be perfect for this game. 

Who wouldn't like to reenact the Second World War? Or as ancient Greece to withstand the Persians? 

With the map editor you can only create terrain. It would be an important improvement if you could also create armies and cities in the future. So everyone could create their own dream scenarios.
