Doing a regular settings run where I try to get the shock cavalry (Hittites, Huns, Mongols, Poles) in each era just for funsies. Spent quite a while harassing every outpost Edgar (Harappans, of course) builds in my area, as an attempt to delay his growth. I go to ransack another outpost, the next turn he turns it into a city and declares war on me, which immediately wipes my 2-stack of 1-veterancy scouts off the face of the earth.


Now that I know this is a thing, I might just delay making any city I plan to build if I see enemy units nearby until they come and sit on it, because why not? Hopefully they'll add this mechanic to the tutorial next update

Its probably a bug, you should not be able to create a city from an outpost under any type of attack.

When creating a city we try to move any army that might be in it and shouldn't be, if it fail well yeah, we delete the army, but it should really happen rarely, could you send us a save ?

Solution might be to just not allow to create a city from an outpost under attack. It would make more sense anyways, or else creating a city becomes a gamey solution to the problem created by not defending outposts. Big Nono.

Thankfully it was less than 10 turns from my current save. During this turn I move my 2-stack army on to the Phecda outpost and begin ransacking, while shifting my eastern army westward in order to join the border skirmishes. I end the turn, Edgar declares war and upgrade the outpost, my units disappear, never to be relocated to my lands.

There are definitely bug reports about this and it seems to be working 100% of the time, for anyone. 

Enemy sits on outpost? Upgrade to city -> enemy units gone from the game.

I also attach one, maybe it will help. I'm at Turn 43 and move my army north, to raze the outpost of the brown - bear faction. As my army arrives near it (I think not even the same tile, just the tile ahead of it) around Turn 48, the AI turns the outpost into the city of Knossos and my army is gone.

This makes sense if the units are simply *in the area* of the outpost being attached/converted to a city.  But if the outpost is currently being ransacked, it should NOT be attachable/convertible.

Similar thing happened to me as a result of a peace resolution my army was on a territory of a newly created city and was wiped out.
