Why -16 food? How are the 16 foods calculated?

PRODUCTION:

2 food per round

Why only 2 food per round, should there be 3 food, right? 19 WIN - 16 LOSS = 3

What does 2/8 +1 in 14 rounds?

8 is the max population in ancient times?
