Maybe I am missing something but what about regions without land? Are there fictive trading posts on them that can be ransacked?
Should it be possible to claim them in any way? Maybe this could boost naval gameplay: give non-transport ships the ability to claim or controle maritime regions. This could e.g. be a source of more influence.
I think this'll be something that'll come in DLC. It doesn't make sense to leave this out as it can sometimes make it difficult to connect your outposts overseas.
