Very rapidly we are able to build Districts and Units in 1 turn (normal speed).

Is it really intended and a core design decision?


I mean, for me it increases micromanagement and it significantly decreases the consequence of what should be important decisions. When a District only costs 1 turn, it is easy to replace it with another to improve yield or stability. I also feel that I'm constantly trying to catch up with the pace of the game, trying to remember what I constructed where and why.

On the other hand, I could understand that it is a design decision meant to push the game forward and to provide a kind of power fantasy to the player.
