One thing I noticed when I have been playing is that I usually go to building garrisons for stability rather than commons quarters. Maybe this is because they are available sooner and I just never switch over?


So I wondered if this was true for others.

Other option:

* Era 1-2: Usually no stability issue and/or fixed by luxury or a holy site
* Era 2-4: Use builder culture, get temporary 10% stability. You build faster/equal as you lose stability, so no need to build any common quarter or garrison
* Era 5: Choose Austria-Hungary, build their emblematic district, have hundreds of surpluss of stability forever until end of game (doesn't work against pollution, nothing works against pollution)
* Era 6: Don't care

Easy ;) Works on Humankind difficulty.

I never build commons quarters or garrisons. I use holy districts/wonders and luxuries.

A mix. Garrisons in earlier eras, common quarters later. I only place commons if I can get +15 stability or higher. I've also (finally) discovered the magic of buying access to luxuries from friendly civilizations, which covers stability most of the time. At least until war breaks out.

Most of my stability come from luxury resources, especially after luxury manufactories. Hard to compare commons and garrisons because they both have their uses beyond stability. Garrisons both give a point of recruitment as well as a defensive point while commons give you influence.
