I've built a few Aerodromes but gave up on building planes at all because it seemed like a hassle to look for them (to relocate planes). 

There have been complaints about Railroads as well.  They should probably have someway to highlight those “Tactical” Districts (Harbors tend to not need it because they stand out in the ocean)

Indeed! I haven't played Civ in a while but I remember with Civ, there would at least be a plane "floating" above the airbase as long as you had one stationed there......
