I would really like to see the button for assessing tiles value for an outpost ALWAYS work.

At present, it does not work if

* You lack the influence to create an outpost

* A rival or neutral unit is on the tile (even in the fog of war -- which actually give you info you should not have)

* Random other times, which I assume is a minor bug
