It turns out that i only have 2 out of the three necessary uranium deposits to manufacture nuclear missiles and wipe out all of my rivals, who are way less developed than me in science. The other two uranium deposits belong to another faction which has the kinship attribute towards me. However, they are still in the industrial era and have not yet discovered the uranium enrichment. I would like to exploit their uranium without declaring war on them and taking it by force. Is there any way to exploit a resource owned by other player or even ally?

Only merchant affinity have the ability to create extractors in other players land, I'm not sure you have any options other than wait for them to build the extractor or take it by force.
