Hello fellow Humans.

This is itching my head for about a week. I had this civic triggered completely random (to what I know till now) in about two games and despised a lot of research on interwebs and some hours spend in colaboration with a fellow redditor from another civilization we couldnt figure it out how to triggerd this event.

This is something extremely important because its a major factor on a pursuit of an Aesthetic Win.

Could somebody pretty please be more clear on how to trigger this civic?
