So when I ransack an enemy admin center It gives +10 War support to the enemy. This does not really make any sense. Has this been changed with the last patch?

It's super helpful, why would you want it changed?  You prolong the war to conquer the cities you actually want, and can immediately claim the territory without having to spend your war score points.

It makes a lot of sense both gameplay and real-world wise. In the real world when you destroy something, a whole city for that matter, your advesary will be mad and will want revenge. They will want to fight on to avenge their fallen brethren and lost territory.

Gameplay-wise your adversary gets a -4 per turn when you occupy one of their cities - this can serve as a balance to help your enemy's warscore. Also when when you ransack an outpost you avoid having to pay the War score cost during the peace negotiations to acquire it diplomatically.

Adding war support to your enemy makes you avoid having too much destruction to cheaply acquire new land without War score. Unless you want to prolong the war that is...
