The Profit-Focused option on the Working Conditions Civic states...

+5 Money on Makers Quarter (OK, that's good!)

-50% delay between two crisis Independent People spawn on City or Outpost

Um... sorry for the language, but WTF? I have no clue what that second tip means. This has to be one of the most obtuse tooltips I've ever seen in any game. I'm guessing it means that some independent rebel-ish armies will spawn occasionally because workers are pissed? Maybe? But what's the "-50% delay" thing? What are "crisis Independent People"? Does it mean I'll have two random armies to fight? Once or repeatedly? Or whole Independent civs pop up? I have no clue what this tip means. I'm guessing the consequences should be bad since getting +5 Money on every Makers Quarter is pretty nuts.

If the point is "scary consequences" then the tooltip should just say something vague like "may cause uprisings in Cities" and leave discovery of the details to experimentation. The current quasi-technical description is bizarre.

If a city have low stability, under 30% it will spawn rebels, which also take away population. By picking profit focus your cities should spawn rebels twice as fast if I understand the math correctly.

It would make much more sense to write, rebels will now spawn twice as fast instead of -50% delay.

Oh... so it has no real effect if you have good Stability? That's not bad at all. It seems way too mild for what should add up to hundreds of gold per turn in a decent late-game empire. Thanks for the info... guess I'll give it a try.

If you're correct about the effect, I'd phrase it as "Rebels spawn twice as fast if Cities are Mutinous."

Thanks again.
