Is there a way to make a territory smaller, like by cutting it in half? I have one city on the upper end of a territory, and there are 12 hexes of space before you hit the ocean. There is more than enough space there to put another city or outpost.

No, you can build a hamlet though (sort of like another city)…otherwise just snake districts in that direction.
