Currently the British feel kind of bad to play as the colonial office building is overall pretty weak and vasselization is a pretty steep cost so you'll only realistically be able to place a small handful of the buildings anyway because your vasselized nation wont have much territory left. It would be nice to see the following changes to make them a more compelling option as I think they have a very cool application.

Legacy Trait:

Increase the money and science bonuses to +50 or make its some sort of percent scaler

Decrease vasselization war score cost by 50%

Colonial Office:

Base money increased to +20

+3 per adjacent district

+2 per luxury and strategic resource in territory

Yes i completely agree, i do love the idea behind having a unique Culture focused on having vassals. But at the moment both their legacy trait and unique district is horrible, their unit is really quite good tough. But i would also like to see some more interaction with vassals for sure.

The change that is needed for Britain is for Expansion Stars to count any territory you control a district in.  So Outposts… or for the British stars for territories they put a colonial office in.  (and probably change it from a flat 10 liege: 10 vassal to 1 per district liege 10 vassal (or 1 per district each if they have to balance).  or +2 per resource from this vassal

If there were a diplomatic option to negotiate (or threaten) vassalization, that would make the British EQ vastly more useful.
