The game definitely has a trend of the AI making extremely self-destructive choices that bring the player down with it.
2 main ones that I noticed:
1. Most AI expand hyper-aggressively, well over the city cap, obliterate their own influence generation, and fall so far behind in civics that cultural pressure from all of the braindead AI force the player to regress or face a stability penalty.
2. AI spam districts, ruin their stability, and if the player ends up with the city it's basically a time bomb falling into their lap because the AI made no infrastructure and 20 districts.
Cultural pressure can be another debate, but if AT could spam territory claims and districts less often it would go a long way, especially seeing as the player gets penalized for the AI playing poorly.
