I have been thinking that the way Transcend works right, it's just awful. And don't get me wrong i have used it, but more as a extra challenge than anything else. 

It does give you some benefits, like for example, if a AI takes the Greeks in the classical Era and you were the Babylonians you can Transcend to keep using collective minds or researching techs from next eras. Also sometimes if you have really good placement options for districts, like for example the Zhou you might want to keep with them for the next era.

However having said all that, i just find the 10% extra fame bonus to just not be a good enough bonus to make it really feel like a good option ever. And my biggest issues is i don't even think just buffing the value is good enough. I actually think it needs to do something completely different, since very often just the legacy trait that you would get is so much better in comparison with 10% more fame.

I have been thinking that maybe when you  transcend it should somehow buff your legacy trait by some margin and maybe you get to earn fame starts easier. So what kind of changes do you guys think would make it feel not so bad of a choice?

It might allow to fill stars from the past era in addition to the current era. So by transcending you do not loose any fame from earlier era. (This is in addition to +10% Fame as it is now)

I haven't done Transcendence in a long time but I thought it was just the Fame boost, and if you wanted to keep doing an era's stars you had to delay advancing either with a new culture or the current one.

I never thought Transcendence was supposed to be a good choice. It's just a backup if you really hate the remaining cultures available. I don't think it needs adjustment.
