In the Early Modern Era I constantly run into a problem where one or more, three in the current game, cities is starving. I add three Farmers Quarters to the city to provide more food and as soon as have enough food the city goes back to starvation. All I am doing for that city is creating Farmers Quarters . I have built a Harbour and all the resource extractors but that does not help. I gave up three outpost to see if that would help, it did not. How do I produce enough food that I am not making Farmers Quarters and can build other distracts?

This is just a function of the fact that more food leads you to grow more, and eventually you grow pop that tilts you from positive to negative food. The fact that your city is starving only loses you that one pop, nothing else. If you're satisfied with the number of population in a city, there's no reason to build additional food even if it says the city is starving.

It is jarring to get the starvation notifications all the time, but you're not losing anything that the city can actually support.

Can you please provide a save game so we can have a better idea what is causing such a huge deficit in food ?

Did you attach outposts or other cities recently which could have cause a big influx of population ?

Welcome to the new patch, this was the only purely good change that we got with the Beta Patch, where Food now actually matters. Now if you play as a nonagrarian faction in the later stages of the game you will notice that you need to build a lot of food districts to keep up with the Pop upkeep. I love this change since it makes late game food cultures actually worth picking.  Also getting microbiology tech asap is very important and getting the infrastructure that gives % boost to food is very important. Als i think you might not be building your cities and farmers quarter's over rivers, since that boosts their output by a lot.
