Does anyone know how to consistently proc the victorious status effect? I tried to play around the triumphal arch a few times, but couldn't figure it out.

I've seen one person claim you have to win a war. Which makes the arch worse than it appears. Another claimed you only need to win a battle. Which is relatively easy to do every 10 turns.

Why is Satrap Palace and Stupa so low?

It's really good to get influence early on. Then it just depends whether you want money/faith or science.

Because they do not have good adjacency bonuses, so in essence you are getting very little yield for your build. Like if you want to maximize their potential as market or research quarters, then you have to put down a lot of industry to surround them with relatively cost inefficient districts (I believe farmers and makers are much better districts to build at this point). Yes, influence is great to get at this point, but 2 influence for each adjacent district is very little. In a calm city, you get 2 influence per population, so simply building a few more farmers quarters could achieve the same thing you are getting from these buildings if influence is all you are after or else like I stated in the beginning, they are basically a standard research or market quarter with very low bonuses (like one gives 5 more money and the other 3 more science).
