My vision of cultural balance

I've always loved strategies because you have multiple ways to get what you want.

But when your goal is fame, then by choosing certain cultures you literally have to play the same role every game, since that culture has no other bonuses. And if for economic cultures this is not so critical, since you can have fame from many sources if you have a good economy (for example, the Harrapans, who have an amazing bonus, which gives them stars for their population, and, as a result, influence, gold and science ). But some cultures are monospecialized in war / expansion, which is bad because if you don't do well in war / expansion you won't have a good influx of fame. That is why the Mycenaeans, Teutons, Germans are so good now - they have very good quarters and you can get fame not only from the war / expansion, but also from the economy.

At the same time, the Huns, Mongols, Zulu (and to a lesser extent the Goths, Romans and other expansionists and militarists) have a mono-specialization in the war. They literally know nothing but how to spam hordes of nomads and kill-kill-kill everyone in the area. I propose to change so that each culture has some kind of bonus that would directly or indirectly raise the economy.

There are examples in history that no culture was known only for war.

For example, the same Mongols took the cities of Kievan Rus not with bows, but with advanced siege machines, which were made by engineers from China, which had previously been conquered by the Mongols.

Therefore, give the Mongols an ability that would benefit from conquest.

For example, when capturing a city, it gives 1 free technology.

I agree totally, never in history a culture has been one dimensional.

This should be reflected in game with some sort of ability or bonus or mechanic.

They just need to make science osmosis more consistent, because it already tends to work that way - or even better - if you conquer a more advanced culture's city, once taking ownership you can get spammed with osmosis events.
