Agree. I have three recommendations for luxury locations.
1) As you say, fix the main location:
Silk - Appears in tundra, but as you said woodlands or Mediterranean climates
Silver - Appears in tundra, but should be anywhere, including desert or mountain
Mercury: Appears in tundra, but should be anywhere, more desert
Lead: Appears in tundra, but should be anywhere, especially mountain
Gemstone: Appears in desert, but should be jungle or mountain
Gold: Appears in desert, but should be everywhere, especially mountain rivers
Porcelain: Appears in desert, which is ok (?), but should be linked to mud areas
Incense: Should be in forest
Tea: Appears in plains, should be in hills/wet areas
Coffee: Appears in plains, should be in hills/wet areas
Actually making this list, I see that most luxury resources seem to be grouped by Gold/Production = Desert; Science = Tundra; Food = Plains. It makes me realize they need to step back and rechoose starting terrain for each one individually based on real world, not based on FIMS. Also most of them seem to be found in mountains which is unfortunate since mountains are unable to have districts on them. Therefore, they should be next to mountains or there needs to be a hill terrain like in Civ.
2) Add multiple locations so they spread out more around the map. As noted, Gold should not just be in the desert. Gold is found everywhere. That's why it's used for currency.
3) Break clumps of resources into smaller groups and different continents, etc. Not all lumped in one continent across a couple provinces.
