Is the “release outpost” button in the city and outpost tab on the right, and intended game mechanic that will stay?

The button allows you, to release one of your outpost’s, that then becomes a city,that can be captured easily, since 0 pop cities don’t defend them self.

Also will we get better mechanics for 0 pop citys defending them self ?
