Some DLC Culture Bonuses are poorly designed

After playing around with the new DLC cultures, I have been pleased with a number of them but have found a number of the bonuses to be poorly designed, and am wondering how many iterations these bonuses go through before they get finalized. Some of the bonuses in the DLC are very strong an engaging and in general I like the bantu, garamants, and Swahili. However even with those cultures some of the bonuses feel weak. The Bantu and Garamant LTs both have very little visible impact, the Swahili LT I do not care about at all (if you are trading you certainly don't have a stability problem at this point in the game.) On the flip side the Garamant EU is clearly too strong. This continues and is perhaps most clear in the last two cultures. The Ethiopian LT is so very clearly unimpactful, and Nigeria, while having a neat EQ (even if it is distasteful at least the utility is cool,) has an LT that you can't possibly care about at that point in the game. I don't know if the game design just didn't go through enough iterations but I don't understand some of these bonuses and why they exist like they do in the game.
