100% Stability - But Mutinous?

I have a captured city that I have held a while. If I look at the pink stability line under Industry - it is 100%>100%. If I mouse over, the pop-up says 100% > 100% stability - yet is also says mutinous due to being below 30% stability. So I can't build districts... Huh? Have I done something wrong with stability or is there a bug here?

Exactly the same problem. But i have seen this bug reported since beta, so it should be known.

Just a question: My city was occupied by an opponent once and came back to me after the war since i won the war. This could well be the problem: AI boosting their stability, while getting the usual state "mutinous" due to being occupied and not loosing this state afterwards. But that's just my suspicion.

It would be GREAT if this bug could finally be fixed, since it is seriously damaging the game experience (for me at least)

This has happened to me many times.  Moral = 100% yet it says mutinous.  Every time it's happened to me, it's because pollution caused a HUGE sudden drop in moral; or a captured city did the same.  Check again in a turn or two.  Sometimes it will say 100%, but also show it's going down to below 30% in the future (-5% a turn).
