So, the description of France's emblematic district, the Exhibition Hall, says "+1 science per population on collective minds". What does this mean? The tooltip for placing the district shows it adds massive science to the city, but then when it is placed its adding almost nothing. Does it only add science when you have the city using the science affinity ability (the one that turns all production/gold into science)? If not, where is the high production coming from?

Any guidance would be greatly appreciated! I don't understand what's going on here, and the UI seems to be suggesting different values of how much science it will produce...

Awesome, thanks! That's what I thought, but the placement tooltip was suggesting it added the science no matter what. Thanks for clarifying!

I do wish the explanations were a bit more explanatory. Especially with the cultural wonders, you have situations where the same exact language means two different things (in that case, in terms of whether a wonder affects only the city where it is built or the entire empire).
