Everytime I start the game it asks me the same question about "my level" and if I want a tutorial and it have to reso my avatar eveeytime.

It is strange that ask you about your level each time. I am going to recommend you to connect the game with g2g (you can find the option in the community tab). Let me know if that helped you.
Also, this little change can help you in order to save your persona on G2G in case you wanted to share it with some friends.

Ok so literally as soon as I posted this, I "fixed it" myself. 

I had been clicking no tutorial.   So I switched it up.  I clicked

"Advanced" tutorial, then it prompted me to create avatar.   And I hit "play".  

It loaded I to game.  I played 1 turn, manual saved, and quit to main menu. 

Then exited game completely.

I restarted game and it had saved my Avatar. 

I edited the personal, saved and quit again. 

Reloaded game and it was all saved.  I was Then able to load my other game I was 100 turns into. 

So I feel like the issue is that gane can't get it's head around fact I wanted to skip all tutorials and just go.
