So im noticing that civics get gradually more expensive each time you pick one. 

At first I thought you needed to pick a one to keep unlocking them, but that doesn't seem the case. 

Are there any that are so unimportant you could just skip them all together?

Yes, as you mentioned civic get expensive grdually as you enact more, my advice is that you should revoke the civics that are no longer usefull for you in order to enact the new ones, unless you can afford them all ofc ^^
Non of them are mandatory but there are some of them really useful.
