What does it mean when I have a marker in my territory that another Civ has a special interest in?

Well, it depends.

If it's on a resource, they might want to buy it (or take it, be careful with the huns)

If it's on a city, well... You might want to be careful protecting that :)

Thank you. Typically I see this marker on "not much of anything". I have attached an example of what I mean. 

But, typically, these markers don't point to anything of importance.

We did some work on their placement recently, I'm not sure these changes have come your way yet. They should be placed by AI that like you enough to trade resources from you, on the deposits you own that doesn't have an extractor built on top of them yet (a way to say "Build the extractor and I'll buy the trade agreement from you").

I think their initial placement was, indeed, a bit awkward but I can't remember the details :/
