1.Shrewd General need a Expansionist with at least one vassal. But I saw AI choosing expansionist just in a few cases. I only had seen Gilgamesh and Beowulf using Achaemenid in Era2 several times , and seemed they have a low will to use Teutonic or British later. Even so in many cases they don't have any vassal, maybe their aggression caused enemy coalitions too early which limited their development. 

2.Smite the Wicked need a traitor (most likely Gil too) when I'm using Mughal. Era4 means mid-late game, which cost me 10+ hours. But when I found Gil in Era3, he had no traitor badge and seemed too weak to became traitor any more...(same reason above)

It's really depressing when spent 10 hours in a game but found little possibility to achieve the goal just because AI's uncontrollable behaviors ( most times even happened in where I couldn't seen)

Short answer: Yes.

It's part of the reason why I didn't even bother with this event.  Waste of time.

The way to do this event:

host it as multiplayer, then swap position multible times during the game

Then it's: Get a vassal as expansionist. then defeat your former nation
