Which bonuses are empire-wide and which are city-wide?

Does the Grand Teahouse get +1 culture for every district in your empire, or +1 for every district in your city?

Does the Botteghe Di Artisti grant +1 money to all tiles in the empire that produce money, or for all tiles in the city that produce money?


are there any helpful rules of thumb for interpreting district bonuses, I find them incredibly difficult to parse.

The main way, if the description isn't helpful enough is to preview the benefit when you place it - it will show you the exact amount.


But to answer your question specifically:

Teahouse: It is per district in your city. So each EQ will have the same influence gain + extra 2 from local adjacencies. When you build new districts, it will gain more influence - it's not a static amount.

Botteghi: Every tile in that city that already produces money will product one more for EACH botteghi you build in that city.


So in both cases, it means the benefit is applying to the city, not empire. Off the top of my head, i can't think of any empire bonuses from EQ. But there are many empire bonuses from the legacy traits. Here's the wiki if you want to explore:

My own related question, which I keep forgetting to check is, when an EQ counts as multiple quarters (say maker+farmer), does it give you multiple worker slots or just 1? it is my understanding that many EQ, especially the stability and influence ones, provide no extra worker slots.

It was going to answer, but checked before in-game... and discovered that the description of each EQ are not accurate (at least in French). The Research Institute I checked doesn't list a Scientific slot in its description, despite actually providing one. So no help from the descriptions in this matter :(

That "on city" "on empire" descriptor slapped on every effect in EL worked great imo

Thank you benblond, this is exciting and positive news.  I almost opened my own threat about this in "Game Feedback".


Of special note that I'm curious about are Cultural and Natural Wonders in affecting empire-wide vs. city-wide.  The only one that seems truly easy to read is Machu Picchu, and I'm sure that's because it's description needed to be written from scratch instead of following the not-very-useful "on Cities or Outpots" template.  Even then, I'd love if Machu Picchu said specifically "Food Surplus" instead of just "Food".
