Cannot take city - bug?

I have taken a city from my enemy but the war support never reaches zero. What happens is that the enemy proposes its surrender on its terms when it is almost zero, and if I refuse they gain +20 war support. When I bring them back again to almost zero, the same happens again. This is a bug right? 


The strange thing is that it gives my enemy +1 OurCityOccupiedasWarrior, but I cannot see what that means (see screenshot). It has no cities or centers taken from me. 


Any explanation?

The enemy is proposing to surrender, because he's loosing the war. But you can bypass the proposal : just close the screen, without accepting or denying it. You won't loose any war support (he won't gain some either), and on the next turn, he'll surrender to your own terms. You should then be able to claim the city you're occupying.


If you can't bypass the proposal, then that's certainly a bug.

The +1 OurCityOccupiedasWarrior  is weird indeed.

Is it me or is that very confusing? Because the screen with the surrender remained when I got to 0 warscore the turn after. I had to click refuse first to be able to get to the force surrender screen. 

It's not obvious that when I refuse when the support is 1 it adds +20 warscore, and when the support is 0 it does nothing. (In the tooltip it stills says it does.)

Game's mechanics can be a bit confusing at times indeed. One general advice I'd give is to read all tooltips, they give a lot of information. Almost everything on the UI has a tooltip.


In your case, if you mouse over the "refuse" or "accept" button on the surrender screen, you'll have a tooltip explaining what will happen : refusing will grant your opponent war support ;)


About the first screen (enemy's surrender), that's a bit weird, never saw that happening in my games. So I wouldn't be of any help here.

mmm yep I can see the confusion. I will see if there is a way to make it clear. We can say like if you close the windows is more like an ignore rather than a "proper refuse" (bad joke)

Exactly, an ignore option would be clarifying and appropriate I think.

I think the point of refusing is only when you want to continue the war and give them +20 wars core.
