The new Guinea Pig event is very cool. But i did notice that it mentions an Online Petition... I do wonder how my Citizen managed to do this, without any Internet developed. Not to mention computers...
Unfortunately, events that don't match up with where you're currently at in the game are nothing new. This is definitely one of the more eyecatching examples of it I've come across though.

OP, regardless this is an oversight but if you want some other non-canonical explanation you could say that they are using foreign tech smuggled past your countries' regulations or something (or they're using IP over Avian Carriers as SpikedWallMan said).
I can confirm this Narrative Event isn't supposed to appear if computers have not been discovered yet. Would you happen to have a save at hand, so I can investigate the issue?
