This may be a stupid question, but I just lost a city to a plethora of rebel attacks (not mine, my neigbour) and I saw how the rebels would cross the map to come to me. Do they attack the AI at all? 

Rebel behavior is a weird, weird thing in this game. Sometimes they'll go right for the culture who spawned them, sometimes they'll chill on the map for dozens of turns without attempting anything, and sometimes they'll move halfway across the map to do a coordinated attack on a culture they had no connection to.

I can definitely vouch for the third one! But yeah, rebels seem really weird. Like it's a fun idea, but maybe needs some more tooling.
