After the invention of the Propeller in the Industrial Era, we can build the Whale Fishing (Level 2 Fishing) infrastructure in our cities. This grants +1 food on coastal and lake tiles, but risks kicking off "A Mournful Song" narrative event where we must decide if we're to willing to overlook the hunt, ban it, or regulate it. In the Contemporary Era, we also have Pisciculture as the Level 3 Fishing infrastructure.
1. "Ban" and "Overlook" each say "Chances of triggering another narrative event". In my experience, the next narrative event has always come up. Is there a chance that "Overlook" doesn't lead to the loss of all whales, or am I guaranteed that Overlook leads to a loss of whales?
2. Whale Fishing isn't that compelling an infrastructure, adding only 1 food per water tile. It's not bad, but it's not great. Historically, whale blubber/oil was valuable for so much more than food, so I could see the Whale Fishing infrastructure adding more money, science, or industry to the city's water tiles or Harbour districts, or an additional +5 Science per Ambergris? It would make this time-windowed infrastructure more interesting and make the narrative event more compelling.
3. If we "Ban" whale fishing, that's it. We lose the infrastructure (and possibly the next one? See "4" below) but the narrative tells us how happy this event is and how happy our people are (and also downplays the loss of industry). Could we get a replacement infrastrure for Whale Fishing called Whale Tourism that could bring in money/science/influence?
4. All three paths of the event (assuming "Chances of triggering" is 100%), prevent us from building future Whale Fishing and potentially destroying existing ones. How does this affect our ability to build the Pisciculture (Level 3 Fishing) Infrastructure? I'm afraid I haven't paid attention until thinking of it just now. Do we need Whale Fishing to be present in a city before we can build it? If so, maybe that infrastructure tree should be broken so that "Fishing" consists of Fishery and then Pisciculture, and Whale Fishing could be given its own single-level category, so we don't rely on a risky infrastructure for the final one.
You can't build Pisciculture after banning whaling, it was already brought up, it should bypass Whale Fishing for that infrastructure line rather than block it out completely, imo.
I like the idea of opening alternative infrastructure by banning it, I also like making Whale Fishing its own category and boosting it significantly (add money to it, maybe science as well?), so that it doesn't interfere with 'ordinary' fishing but also provides a real dilemma about banning it.
I also just remembered that Whale Fishing only grants +1 on Coastal Waters (and lakes). There's an opportunity to make Whale Fishing more unique (apart from making it stronger in ways DNLH and I discussed above) by also providing food on Ocean tiles, which are currently unexploitable.
