I just made an AI my vassalage, now they are in earlier Era compared to me. Hence don't have the technology to mine it, How do I get that startegic resource now???
If you are merchant affinity, you can build thebextractor with your active affinity ability. Otherwise you are out of luck aside from razing the camp/outpost in that territory (if that is possible).
