Punishment Civic unlock criteria needs to be reworked

I find that the punishment civic requirements are a bit to stringent to activate. Under 30% empire stability is difficult to get to even if you are deliberate about it, not to mention tanking your influence output. I think 50% empire stability or changing it to one city at 30% would be a better and more achievable to unlock. I think this is an important change because the next civic on the punishment line gives +5 on makers quarters or +5 on farmers quarters. I also think that the hard labor choice for the capital punishment civic shouldn't be progress, it should be authority. 'Hard labor' is just slavery, so its difficult to square that with the progress affinity,


I think the only time I unlocked the punishment civic was during one of the open devs.

Yup, I don't remember unlocking it even once post-release. Having it be below 30% on one city would be much better, but honestly, just requiring City Watch would work, imo, best. Same with Capital Punishment, make it Stability in one city rather than Empire.

seems weird tho to have to tank yourself pretty hard just to get a marginally useful civic. I cant think of any other civic that requires so much of the player but dont offer an equal benefit

Hm, +5 food/industry per quarter is pretty solid bonus, more so because it is independent from variables like bonus from luxuries or terrain types. I usually unlock it during the first war and reach +5 bonus in the late medieval or early modern. Also stability drop rate buff is kinda good for giving you an extra turn before dropping out of the settled status. Lets you react faster and keep x2 influence for one more turn.

I think those civics are done in case you are on those situations, not to "force" them. We can say "situational civics"

That makes sense, but once you are a seasoned player it just isnt a situation that ever happen unless you really hamstring yourself to trigger it. For a newer player who is unfamiliar with the mechanics of stability, I am sure it is triggered somewhat frequently.

It makes sense ; but, in my case, I never have had this civic in 13 games...
