I've also found Diplomatic Stars impossible to get in the first two eras.  By Eras V and VI though, the world may be swarming with Intel, and with a few units on auto-patrol (especially if you're Diplomatic yourself and any unit can pick it up) they suddenly become among the easiest stars to get at the end of the game.

Agreed, early era definitely needs some sort of leverage generation. Later you can share intel and help build monuments. Early game, you don't have much.

it should count when renounce grievances (perhaps on the next turn).Otherwise let us know, because then it could be a bug.

I can confirm it doesn't. I was at the end of a game, trying to get the last Diplomacy star and i renounced a TON of grievances, something like 40 a turn. Not a single increase in my star generation. It seems only leverage picked up works.
