I'm not sure if this is a bug or I'm misunderstanding. Another empire burnt down my outpost. I made a demand for a payment because that was uncalled for. They're kind of far away, so I don't want to be the one to declare war. I make a diplomatic ultimatum then- nothing. I click the button. The avatar gets upset. I go to the next turn. The demand is still there.

From my understanding, they would have to either pay me or declare war on me. Is this a bug? Or is there some other condition that needs to be met?

Seconded.  I only used this once or twice during early access, but from what I could tell it did nothing and just assumed it may have been some pre-release bug.  If it's still happening, I don't know what it's supposed to do.

Hey, yes it is a Known Issue. We got a solution, but it should arrive on the next hotfix ^-^
