Releasing Cities

I've gained a lot of cities winning a war and "liberated" most of them. The tooltip says "the released people will be thankful and have good relations with you" but all the cities I released were called "rebels" and had exactly opposite civics so there was no hints of good relations at all.

Also, why can't I just gift cities to my allies? Those cities I got after the war were all the cities my ally lost and I recaptured, but then the only thing I can do is leave my ally uselessly small and spawn independents only? And those independents hate us on top of that.

Agreed, They shouldn't be named Rebels.  I have an "Idea" going in the Ideas area about this.


I didn't know about their ideologies changing!  I just tried liberating a city and it looks like they may be kind of random?  One of their axes appeared halfway across from mine, but the other was exactly the same.


It would be great to be able to liberate cities to allies, even if it were limited to ones they used to own, or founded.  It would be neat if each city tracked its "Founder", "Owner", and "Occupier", and a Founder could do certain things like be gifted the city back, or be able to turn a grievance into a demand it for longer than 10 turns.

That would be a good bonus on top to make it slick and interactive.

But short term it think it should at least be simply checked if released cities can be fixed to have fully aligned ideologies as the game seems to imply they should have.

Liberated cities should have, at least in the beginning, ideologies identical to the nation they were part of, and over the long shifts, if they suffer other influences, they distance themselves ideologically

Yep, sounds good. Unfortunately that's not what I'm observing at the moment. Does it work like you've described for you?
