I had not even thought to try. 

Sometimes I have a relatively weak army doing the annex and the enemy is standing by wtihout attacking. Are they waiting for reinforcements? Are they afraid that I have hidden armies somewhere nearby to act as reinforcements?

Anyway it would be interesting to see the AI behavior when it encounters an envoy doing the annexing... let us know.
