Do independent cities starve the same way as major civ cites?

I just don't think they sufer starvation, as their possibility of grown is quite limited, compared to major empires, I don't think they got any starvation situation (at least that I saw)

Its a conundrum that comes from winning a war:

I don't want to just accept reparations in gold as a result of these wars because then the AI will just re-arm and try to destroy me again. I usually don't have the war score to vassalize the AI unless I spend a long time at 0 stability because of war weariness. Thus, taking cities is the only way to avoid "an armistice for 20 years" as Marshal Ferdinand Foch put it.

Thus, I take the cities I've occupied. Unfortunately I usually lack the war score to take the countryside that feeds them. This leaves me with large starving cities. Sometimes I have the money to build buildings and farmers quarters to feed the city. Sometimes I can use the militarist affinity to conscript its population into military units that magically no longer need to eat, but often I'm still left with a city where millions are going to starve because my enemy kept the countryside in the peace deal.

Thus the question: If I liberate the city and wash my hands of the whole thing, will it still starve under the independents? Or does starvation work differently for them?

Once they reach 0 in stability they will send you "early surrender" terms but tends to be only gold, but you can refuse their terms and then click on Force Surrender, so you can check if you can get any of their cities. Perhaps you already knew that point but as you mentioned "I don't want to just accept reparations in gold", wanted to clarify that point.

On the case you just take the city, I can imagine using ransacking, there is no need to upgrade to a city, you can wait a bit, or even attach it to a territory you consider more suitable.

Let's say you force them to surrender and have 2 new cities but you don't want to have new cities (imagine you are over the limit too much), you can always ransack them + creating outpost. I know it is not ideal but it helps you (or if you have the civic, you can merge the cities as well)
